any character is go to lottry but your get lvl 70 or more
you can only enter with any account level 70
MUST BE LVL 70 or high
you cant log because you must be lvl 70 or more to enter lottary .. Game Rules :D

Well,You have to be level 70 before you can enter lottery.
I suggest you go to bi for like an hour and followo an archer and get into the team to lvl 70, then go to lottery and wish on a star for something good like a db :) i hope i helped
