To make it Super you will need to spend 6 DBs and it will give you just 1 Battle Power additional. The damage you will be able to make with this bow won't rise too much as well.
To make 2nd socket will also cost you 6 DBs (5 to make socket itself and 1 more to buy SDG) but it will give you 2 Battle Power additional and 15% more damage you will be able to do =)
IMHO: Make the 2nd socket and put SDG.
