Yes, you can. There are 2 ways to make it (both of them cost DBs):
1) With 100% sucess Magic Artisan in Market (179,208) will upgrade the quality of your item. But to make elite from unique will cost you 4 DBs and to make super from elite - 6 more DBs.
2) Artisan Wind in TC can succeed in making elite item from low lvled unique item with 1 DB if you are lucky. However, he has high chances to fail in upgrading the quality of the items. So, if the item is high lvled, better not risk at TC.

There is one more tricky way. If you are using Lucky Time when repairing your item durability (if the durability fell down lower than 60%), you have a chance to upgrade the quality of the item while repairing... But really, you should be extremely lucky.

u can upgrade quility from from artisan wind tc from refine to uniqe from uniqe to Elite i suggest from market Magic Artisan if u dont want to buy alot of Db try to get wepon low lvl

You talk to someone in the market in (115,937) and it takes 1 db to get normal to refined. 4 to get refined to unique. 8 for unique to elite. and 10 for elite to super.
